Cook quinoa according to package instructions for 1 cup un-cooked quinoa.
While the quinoa is cooking, brown the ground beef in a large skillet on medium heat.
While the beef is browning, dice the 2 red bell peppers and roughly chop the mushrooms.
When the beef is just about done, add the chopped peppers and mushrooms to the skillet. Cook for about 5 minutes on medium, stirring often.
While cooking, mix the sauce ingredients (except the flour) in a small bowl.
Add the minced garlic to the skillet and cook for an additional 2 minutes.
Add the sauce and the flour to the skillet, stirring to heat and thicken the mixture. Cook for about 2 minutes.
Plate the quinoa topped with the sweet & spicy beef mixture. Finish with desired garnishes and enjoy!
